RVBA Pre-Pennant Practice Rule changes
Rules 10A and 14B
Before 12 noon on the day of a match any player due to play in that match can with the permission of the Venue Club practice on any rink of the green on which they are scheduled to play.

Rule 10B and 14C
Draw for Rinks:-
The draw for rinks and opponents will be conducted after the completion of practice by the opposing Managers who will exchange cards and shuffle them after which the cards of one side will be placed name downwards by one of the Managers and the other Manager will then place a card on each and the teams will play as thus drawn.

This rewording has moved away from the previous ruling which denied players the ability to practice on the rinks allocated for play and enables the rinks to be clear of play from 12 noon.
It also enables the Venue Club to make assessments in relation to the state of the green for practice and to disallow any practice prior to 12 noon should that be necessary. The intent is that the home sides and visiting sides have equal opportunities to practice prior to 12 noon should the greens be deemed fit for practice. The RVBA Committees (Match, Greens and Rules, Appeals and Umpires) will monitor the implementation of the amended rule in Metropolitan Pennant throughout the season.

These include:
Minimum Length
The minimum length of an end is 23 metres
Rink boundary pegs
The side boundaries of a rink is the CENTRE of the boundary peg
Handing over the mat
For the first end the winner of the toss, and for ends other than the first, the winner of the
preceding end has the option of playing first.
The opponent cannot refuse the mat and playing first.
Improper delivery of the Jack
The number of times a Jack is improperly delivered by each player is reduced to ONCE
before it is placed at the 2 metre mark with the mat being placed at the option of the first to play.
Delivery of the Jack
If it is found that he wrong Team has delivered the Jack:-
before the bowl is played by each Team, the correct team will restart the end.
after a bowl has been played by each team, play in that end should continue in that order.
after the first player to play has delivered the first bowl, no one has the right to challenge
the legality of the position of the Jack.

MOVING THE MAT – further explanation
The first part of that law reads "the mat should not be moved from its original position
    EXCEPT in the following circumstances:
·             Point 1 of that law would apply if, say, the mat was displaced by a foot during a bowl delivery or by the wind.
·              Point 2 is self explanatory as is Point 3.
Ø          The last point would apply if the mat was put down "off line" originally.
o   As soon as its incorrect position is noticed, even after a bowl or bowls have been delivered,
the mat can be put on the correct line.

WHAT HAPPENS IF ONE PLAYERS HAS NOT TURNED UP ON TIME?
·              The team should have waited a maximum of 30 minutes before commencing play
·               If a substitute was available immediately play could have commenced on time -
with the intended player taking the place of the substitute, on arrival.
·              Once a team starts playing with 3 members neither a substitute nor the intended player can join the rink.
